Work Observation Tower is a location in the Old Factory in the Empire of Mor Ardain. It is connected to the main floor of the factory and the Heat Storage's upper level through catwalks. Its upmost floor can, at first, only be accessed through said catwalks and can, afterwards, lead to the bottom floors through a door unlocked from the inside.
