Story arc

During the beginning of the events of Pied Piper, Julius acted as the Patriarch of the Immigrant Fleet. The Immigrant Fleet was in negotiations with the Galaxy Federation and hoping to hold a Pilgrimage Meeting. During a party held in the U.M.N. between the Immigrant Fleet and the Galaxy Federation, Julius makes a speech, saying they all are people who desire peace. He hopes for them to share a historic moment at the Pilgrimage Meeting. When Jan and the others confront Klaus Torres, who is falsely believed to be Voyager, Klaus talks about Julius causing Jan to fear for his safety. He relays this to Mikhail, but this ends up doing no good as Julius is assassinated by a brain jack from Voyager.

Moderate Patriarch who proposed a divide-and-rule system.

The man who held the position of Immigrant Fleet Patriarch during the middle of the T.C. 4600s. He was well-known as a moderate Patriarch who proposed a divide-and-rule system for planet Abraxas with the Galaxy Federation.

His thinking, prioritizing the peaceful use of the Zohar, despite the fact that planet Abraxas was essentially under the sovereignty of the Immigrant Fleet nation, led the future Patriarch Sergius XIV to assassinate him immediately before the Pilgrimage Meeting.
